Bibliographic access to the majority of the Document collections is provided by fully cataloged records acquired through the CUL Catalog Dept. (non-U.S.) or the MARCIVE GPO tapes (U.S.). There are however categories of documents which do not receive standard records from either of these sources and do not warrant the expense of original cataloging. In general these materials represent government produced emphemera such as flyers, posters, announcements, etc., some of which are serials.

Depository regulations require that all depository materials be added to the document collections and appropriate bibliographic access provided. To provide timely and inexpensive access and at the same time comply with Government Printing Office and California depository regulations, the Documents Dept. proposes entering minimal level online records for the above mentioned documents. We believe that there are two appropriate minimal record levels, one for systemwide access through MELVYL and one for local access only on ROGER. Documents bibliographers are responsible for identifying appropriate treatment for these materials.

CATEGORIES

Specific categories of materials that we believe are excellent candidates for this treatment include: posters, flyers, seals, some pamphlet file materials and materials which will not be retained in the permanent collection. These materials generally provide consumer information, government course related information, procedural guides, notices, etc. They are generally non-superseded U.S. materials, which must be retained for five years, and California materials, which must be retained permanently, all of which do not have standard cataloging records available. In summary minimal level records would be used to provide brief bibliographic control for emphemera, to control pamphlet materials, and some 1-2 page California, San Diego or European Community serials such as Monthly rabies cases in California.

MELVYL/ROGER ACCESS

Permanent MARC level records reside in INNOPAC and MELVYL. Non-permanent MARC records reside in INNOPAC only.

Permanent record elements are based on the list of fields required by Melvyl for minimal level cataloging records. These records are entered directly on Pac in MARC format and a Cat Date entered. Headings are be verified and item or checkin records attached.
